Summary
Adds a new
Generate SkillsGitHub Actions workflow that runscargo run -- generate-skillson every branch push (excludingmain) and auto-commits any changes back to the branch.This prevents the "Skills are out of date" CI failure that happens when an API doc is updated remotely between when a branch was cut and when CI runs.
How it works
pushto any branch exceptmaincargo run -- generate-skillsskills/ordocs/skills.mdfiles changed, commits with messagechore: regenerate skills [skip ci]and pushes back to the branch[skip ci]tag prevents an infinite loop of triggered runsconcurrencyto cancel in-progress runs if a new push comes inPermissions

contents: writepermission onGITHUB_TOKEN— no extra secrets needed.
